Level 13 Theme Rooms and Costume Hire is owned by Deb Rowles and Jeff Flitton – Rotorua’s very own film and television crew legends who have worked on shows like The Bill and Casualty, and movies like Underworld and 30 Days of Night.

Walk down into Level 13 in the heart of Rotorua’s CBD and on your left you will find the entrance to our fabulous Costume Hire! Previously known as ‘Victoria Grove’ Costume Hire, it is the biggest costume hire shop in Rotorua, established in 1985. Our costumes are varied and incredible, featuring classics like ‘gangster and flapper’ as well as horror, disco, pirates, and more! Anything from prehistoric to space-age and all that’s in between.
Further down in the underground is the main Level 13 bar and our awe-inspiring theme rooms, featuring hand-made special effects artwork on and around the walls. Level 13 hosts events every week and the full venue or individually themed rooms are available for private hire. Theme your event and hire costumes to go along with it – costume discounts are available for venue bookings.
